$1M bail set for mom charged with child's murder

MODESTO, CA - A Turlock woman charged in connection with her 2-year-old daughter's death, appeared in Stanislaus County court on Tuesday for arraignment.

Brandy Devine, 25, was arrested on Monday after her daughter, Stephanie Torres, was found dead inside her Turlock home on the 1100 block of N. Denair Avenue.

According to the criminal complaint, Devine was under the influence of methamphetamine when her daughter died on or about and sometime between July 13-16.

Police responded to the Turlock home on Monday around 12:30 p.m. after receiving a call about a child that was non-responsive.

A neighbor, who ran to the home after hearing screams, said the toddler was found dead inside a crib. She was only wearing a shirt and had a dirty diaper, the neighbor said.

Detectives interviewed Devine and she was arrested a short time later. She was charged with murder and child abuse.

According to the complaint, Devine did permit the child "to suffer under circumstances likely to cause great bodily injury or death."

The complaint also reads that Devine caused the child "unjustifiable physical pain and mental suffering."

Deputy District Attorney John R. Mayne would not comment on the evidence against Devine. He said the autopsy was performed on the toddler but would not provide any information about the cause of death.

According to Stanislaus County family law records, Devine has two child support cases pending, but the actions are not public record.

Devine is also charged with possession of a controlled substance.

During Devine's arraignment, the judge set a $1 million bail.
Devine is scheduled for a pre-trial conference on September 7.
